On 20th November, 2014 Russian NCB conducted joint meeting of scientific and technical Council «Information technologies in military-technical cooperation» at Rosoboronexport and the Coordination Council of the Federal Service for Military-Technical Cooperation of the Russian Federation (FSMTC of Russia) on codification area.
The session has been devoted to questions of improvement of codification technology.
During the session the following points were discussed:
- implementation of the decision approved by the Deputy Minister of defence of the Russian Federation 27th June, 2014 on exchange of codification data of defence export products and items of supply of Armed forces of Russian Federation;
- expanded introduction of Internet technology of defence export products codification in the enterprises-participants of military-technical cooperation;
- creation of joint codification system for defence export products of Russian Federation and Republic of Belarus;
- introduction of 17 new national standards «Integrated logistic support of defence export products»;
- suspension of sponsorship of Russia by decision of AC/135 NATO Committee.
Representatives of 35 enterprises of military-industrial complex, the Ministry of Defence of Russia, the FSMTC of Russia, the Rosstandart and the Ministry of Emergency Situations participated in the meeting.
In his opening speech the Chairman of Coordination Council, Deputy Director of the FSMTC of Russia K.N.Birulin noticed that general condition of development and application of codification technologies corresponds to international standards and codification goals solved by military-technical cooperation with foreign countries. At the same time, in view of some new factors it is necessary to accept appropriate measures in using codification technologies.
Chairman of scientific and technical Council at Rosoboronexport A.N.Brindikov has paid attention of participants to some aspects. Firstly, it is new national standards on integrated logistic support and codification of defence export products, and, secondly, necessity of their active integration to enterprises of military-industrial complex.
Participants pointed out that reached level of codification activities provides to fulfill obligations by Russian side in the field of codification. At the same time, under the new factors further improvement of codification technology is necessary.
Participants of the meeting recommended to corresponding organisations and enterprises:
- to activate two-way interactions with foreign NCBs;
- to conduct activities on codification software development;
- to develop new national standards in the field of integrated logistic support and codification;
- to increase the number of enterprises of military-industrial complex, using Internet technology to execute codification activities of defence export products;
- to implement further activities on creation of joint codification system for defence export products in coordination with Republic of Belarus.
Within the period of 29.09-01.10.2014 a joint Russian-Belorussian working group meeting was held in Minsk (Republic of Belarus) summarizing activities on preparing proposals on creation of Joint Codification System for defence products. The meeting was held under chairmanship of Deputy Minister of Defence of Republic of Belarus Igor Lotenkov and Deputy Director of the Federal Service for Military-Technical Cooperation of the Russian Federation (FSMTC of Russia) Konstantin Biryulin.
Russian delegation at the meeting was composed of representatives of FSMTC of Russia and State Corporation Rosoboronexport.
The results of the works on preparing proposals on creation of Joint Codification System were considered at the meeting:
– basic normative and methodical documents have been developed defining codification working procedures and rules for electronic data exchange;
– software to be used for joint works on codification has been tested and approved for implementation;
– prototype of joint catalogue of items of supply has been developed;
– guidance on codification for Russian and Belorussian manufacturers has been developed;
– feasibility analysis of creating joint codification system has been prepared.
Participants of the meeting noted that the use of joint codification system in the military-technical cooperation of the Russian Federation and Republic of Belarus will result in significant technical and economical effect due to improved logistic support, uniform system of products description according to international rules, advanced supply support procedures, cost effective maintaining of system support data and optimized distribution of works between the parties.
A decision was taken after the discussion at the meeting to submit coordinated proposals to the governmental bodies of the parties on creation of the joint codification system of defence products of the Russian Federation and Republic of Belarus.
The results of cooperative works was highly estimated by the Belorussian party and some representatives of Rosoboronexport and FSMTC of Russia were awarded with governmental diplomas and decorations.
Russian NCB has decided to stop the membership in MCC User Group. This decision however doesn’t imply terminating the use of MC Catalogue software and business relations with AURA Company as a reliable supplier of codification tool will be continued.
In 2012-2014 national technical committee “Integrated Logistic Support of defence export products” (TC-482) in cooperation with Russian NCB developed the 17 federal standards in the area of integrated logistic support and life cycle management of defence export products, which was approved by Rossandart:

Team of authors of Russian NCB and NCB of Republic of Belarus published the monography “Codification is the information basis of integrated logistic support of defence export product”.
The book was prepared as a part of activity on creation the joint defence product codification system of Russian Federation and Republic of Belarus and deals with life cycle support on codification base. Applying of codification in accordance with international standards in the course of effective aftersales support system was also analyzed. A lot of aspects such as based system construction principles, sequence and content of activity stages, formats and data exchange procedures are described in the monography. World evolutionary codification system tendencies and related automated system transformation in the military logistic area are characterized in details.
Results of integration of information resources of Russian Federation and Republic of Belarus in the codification area are under consideration.
On 20-21 August, 2014 a conference was held in Saint-Petersburg at the Krylov State Research Centre under the auspices of Defence-Industrial Commission of the Government of the Russian Federation named “Methods and technologies of Life-Cycle Management of complex products and engineering, objects — 2014″.
The representative of the Russian NCB took part in the conference.
The following topics were considered at the conference: general methodology for creation of life-cycle management system for defence products, standardization of life-cycle processes, experience of the leading industrial organizations and enterprises on implementation of life-cycle management procedures with the use of special software tools. Software providers demonstrated their solutions for automation of life-cycle management processes.
Rosoboronexport presented report on the issues of after-sales support of defence products supplied abroad and the necessity of the use of life-cycle codification and management technologies as applied for defence export products.
Participants of the conference discussed the tasks for the future development of the works on defence products life-cycle management and their possible solutions.
On 26 June, 2014 session of Technical Committee on standardization “Integrated Logistic Support of exporting military products” (TC-482) was held on JSC “Shipyard “Yantar” (Kaliningrad).
Representatives of Russian NCB have presented the report of project of GOST R “Supply support planning. General principles”.
The first edition of project of GOST and report of review have been approved by Presidium of Technical Committee TC-482.
On 25 June, 2014 meeting of research Council “Information technology in area of military-technical cooperation” about “Problems of preparation and information data exchange between Russian enterprises and foreign customers” was held on JSC “Shipyard “Yantar” (Kaliningrad).
Chiefs and leading experts of the enterprises of military-industrial complex of Russia have taken part in the meeting.
Representative of Russian NCB has made a report “Automated system of codification data exchange between Russian NCB and suppliers of defence products”. Results of collaboration with industry enterprises on operation of software MC Catalogue Industry have been presented. Obtained results confirm technical-and-economic expediency and technical possibility of application of developed technology in implementation of codification article in export contracts on delivery of defence products to foreign customers.
By the decision of meeting Council, it was recommended to use codification information technology, which based on MC Catalogue Industry as template solution under the fulfillment of contract requirements on codification in accordance with international standards.
The Russian Federal Agency on Technical Regulating and Metrology has issued two new standards, which were developed with the direct participation of the Russian NCB:
- GOST R 51725.14-2012 “Catalogization of products for Federal State needs. Valuation of labour intensity of products catalogization work. General principles.”
The standard establishes general provisions for evaluating the labor costs of codification activities depending on applied method of identification.
- GOST R 51725.15-2012 “Catalogization of products for Federal State needs. The order of preparation and presentation of catalog data of exported products. Electronic data exchange. General principles.”
The standard establishes general requirements and order of electronic data exchange between the participants of the codification activities.
These standards are based on positive experience of activities on the codification of defence export products.
The 4th meeting of Interstate Working Group on Codification of Interstate Council on Standardization, Metrology and Certification of the Commonwealth of Independent States was held on the 13th of March, 2014 under the chairmanship of the Deputy Head of the Russian Federal Agency on Technical Regulating and Metrology (Rosstandart) Mr.A.Abramov.
Representatives of Russian Federation, Republic of Belarus, Kazakhstan and Uzbekistan attended the working group meeting.
The objective of the Interstate Working Group on Codification activity is the development and substantiation of proposals on creation of Interstate catalogue of civilian industry products manufactured by enterprises located in Commonwealth of Independent States.
During the meeting some draft documents were considered such as “Concept of creation of Interstate catalogue of civilian industry products” and interstate standard (GOST) “Uniform interstate cataloguing system. Rules for products description”. Establishment of Interstate Technical Committee on Standardization “Cataloguing of products” was approved at the meeting.
After consideration of the Concept and the interstate standard a common decision was taken to carry out follow-on revision of these draft documents.
Representative of the National Codification Centre for Defence Export Products of Rosoboronexport took part in the meeting.
